Violating goods were diverse, including domestically produced and imported items brought into the local market through various means.Notably, there was a rise in offenders exploiting e-commerce platforms, social networks, postal services and express delivery systems, to smuggle and trade counterfeit, substandard or untraceable goods.On the northern border, some offenders exploited trade facilitation policies to engage in the illegal collection, transportation and carrying of goods across the border.Meanwhile, violations mainly involved smuggling firecrackers, wildlife, illicit fuel, alcohol, electronic goods and drugs in the central border. Offenders used a variety of ways to try and avoid security, including breaking shipments into smaller packages and transporting them via motorcycles, cars or small trucks into the interior, often operating during holidays and weekends.The southern land border saw smugglers trying to bring in cigarettes, money, gold, foreign currency and cosmetics.Large-scale violations occurred in major ports, including Hải Phòng, HCM City and Bà Rịa - Vũng Tàu, and international airports, including Nội Bài (Hà Nội), Tân Sơn Nhất (HCM City), Đà Nẵng and Cam Ranh (Khánh Hòa). The Central Coast route has also witnessed instances of floating drugs equipped with GPS devices so the loads could be picked up by criminals. — VNS

However, the UK is keen to improve relations with the EU and has announced a review of the UK-EU Trade and Cooperation Agreement (TCA) due in 2025-26.Labour’s election manifesto outlined a veterinary agreement, also known as a sanitary and phytosanitary (SPS) agreement, as one of three specific areas to improve the UK’s trading relationship with the EU, in addition to mutual recognition of professional qualifications and easing restrictions on touring artists.With regard to the veterinary agreement, the party said that it aimed to prevent unnecessary border checks and help tackle the cost of food.Thành said that the agreement would clearly benefit the UK, whose trade has been heavily affected by the imposition of post-Brexit border controls.Findings by the UK Research and Innovation’s academic think tank, the UK in a Changing Europe, showed that while the EU continued to be the biggest market for UK agri-food, accounting for 67 per cent of the value of sales in 2022, exports in this sector contracted by five per cent between 2019 and 2022.The agreement could lead to a 22.5 per cent increase in UK agri-food exports to the EU and a 5.6 per cent increase in imports, which would translate to a ‘small boost’ of 2 billion GB pounds (US$2.5 billion) for UK agri-food exporters.For Việt Nam, the policy of improving trading relations with the EU of the UK Government would not affect the relations of Việt Nam with the UK nor the EU, Thành said.In case the agreement is implemented, Vietnamese goods would benefit from the reduction of intermediate stages or inspection costs when exported to third-party territories, he said.<figure class="table"><table><tbody><tr><td><figure class="image"><img src="https://image.vietnamnews.vn/uploadvnnews/Article/2024/12/12/388496_UKVFTA.jpg" alt=""></figure></td></tr><tr><td>Shrimp processed for export. Direct revenue from declarations via the portal this year has reached VNĐ8.7 trillion, marking a 26 per cent increase compared to the same period last year.Notable platforms, such as Google, Meta (Facebook), Microsoft, TikTok, Netflix and Apple, are included in this figure.Over the past few years, e-commerce in Việt Nam has established itself as a leader in the digital economy. Despite ongoing global and regional challenges, Việt Nam's e-commerce sector has continued to grow impressively, with annual growth rates averaging 18-25 per cent.In 2023, e-commerce saw a growth rate of 25 per cent, with a revenue of $20.5 billion. It is projected that in 2024, the market will exceed $25 billion.In addition to domestic e-commerce platforms like Shopee, TikTok Shop, Lazada, Tiki and Sendo, the market is now seeing the entry of cross-border platforms such as Temu and Shein. These platforms are also required to declare and pay taxes as foreign suppliers.To accelerate infrastructure development, the MoIT has partnered with various ministries, local authorities, and businesses to establish standards for trade infrastructure, with a particular focus on e-commerce infrastructure. These efforts are aimed at supporting the digital economy and contributing to the creation of new development spaces.The ministry has also launched the Vietnam Electronic Contract Development Hub, designed to help organisations, businesses, and individuals manage and process electronic contracts. In addition, they have developed and implemented KeyPay, a platform that facilitates the development of a national e-commerce payment system and infrastructure to support public administration services. KeyPay has assisted several government departments in overcoming challenges related to implementing online payments for public services.KeyPay further contributes to the development of e-commerce by promoting G2B (government-to-business) and G2C (government-to-consumer) transactions and fostering the adoption of cashless payments among individuals and businesses.To further support the digital economy, the MoIT continues to review and guide businesses and individuals with e-commerce websites or applications to ensure compliance with Decree 85/2021/NĐ-CP. They also provide assistance to businesses in upgrading their online portals to meet new regulatory requirements.Additionally, the ministry supports businesses in applying digital technologies and e-commerce in their operations, while also offering solutions for managing export and import documentation (ecosys.gov.vn). Efforts are also being made to promote domestic product consumption and cross-border e-commerce exports.The ministry is preparing to present a plan for the national e-commerce system's development for the 2026-30 period to the Prime Minister. It also plans to facilitate data sharing between ministries and localities and collaborate with the National Steering Committee 389, the Ministry of Public Security (MPS), and other agencies to combat counterfeit, fake, and substandard goods.Ongoing efforts include enhancing cooperation with market management agencies, the Cybersecurity and High-Tech Crime Department under the MPS and other governmental bodies to inspect, monitor, and ensure adherence to e-commerce regulations.Furthermore, the ministry is committed to raising awareness about fraud and unethical practices in e-commerce and organising initiatives to further promote e-commerce and the digital economy with events such as National Online Shopping Week and e-commerce advisory programmes for students across the country continue to be a key focus. — VNS

Ảnh: Home Credit</td></tr></tbody></table></figure>Khi triển khai các sản phẩm và dịch vụ tài chính xanh, Home Credit nói riêng và ngành tài chính tiêu dùng nói chung đã gặp phải những khó khăn, thách thức gì, thưa ông?Thách thức đầu tiên là chưa có cơ chế, quy định riêng về tài chính xanh với đặc thù của ngành tài chính tiêu dùng: Hiện tại, các quy định và khung đánh giá các tiêu chí cấp tín dụng xanh chủ yếu dành cho các dự án lớn, dự án công nghiệp, dự án thương mại chứ chưa có quy định liên quan đến tín dụng xanh dành cho mục đích cho vay tiêu dùng cá nhân.Do đó, các hoạt động của chúng tôi hiện đang được thực hiện chủ yếu dựa trên ý chí và định hướng về phát triển bền vững của doanh nghiệp, chứ chưa thể mở rộng quy mô hỗ trợ tín dụng xanh cho người tiêu dùng, cũng như chưa thể đo lường và đánh giá được hiệu quả chính xác của tài chính xanh trong lĩnh vực tiêu dùng.Thách thức thứ hai là nhận thức và nhu cầu của người tiêu dùng còn hạn chế: Nhiều người tiêu dùng, đặc biệt là ở các khu vực nông thôn hoặc nhóm chưa tiếp cận đầy đủ tài chính, chưa nhận thức được toàn diện lợi ích của các sản phẩm xanh và thường vẫn còn xu hướng ưu tiên chi phí hơn tính bền vững.Điều này đòi hỏi chúng tôi phải đầu tư đáng kể vào các chiến dịch giáo dục và nâng cao nhận thức để thúc đẩy nhu cầu đối với các giải pháp tài chính xanh.Ở góc độ doanh nghiệp, ông có đề xuất gì với cơ quan quản lý nhà nước để tín dụng xanh (trong đó có tín dụng cá nhân) phát triển tương xứng với tiềm năng hơn 100 triệu dân của Việt Nam?Chúng tôi xin đề xuất 2 giải pháp để thúc đẩy tín dụng xanh với thị trường tiêu dùng trong nước với nhiều tiềm năng như sau:Về phía cơ quan quản lý có thể cân nhắc xây dựng một cơ chế riêng cho các khoản tín dụng tiêu dùng xanh, các khoản vay hỗ trợ sinh kế và phát triển bền vững. Đồng thời, có thể đưa ra các hướng dẫn chi tiết hơn về các đối tượng, danh mục và phạm vi được nhận các khoản tín dụng này.Bên cạnh đó, cần xây dựng khung đánh giá, đo lường hiệu quả của tài chính tiêu dùng xanh cũng như các khoản cho vay hỗ trợ sinh kế và phát triển bền vững cho khách hàng cá nhân.Xin cảm ơn ông!Thảo Nguyên&nbsp;

Hoàn thiện khuôn khổ pháp lý để 'khơi dòng' tài chính xanh

Việc nghiên cứu và triển khai <a href="https://congthuong.vn/chu-de/dien-hat-nhan.topic">điện hạt nhân</a> tại Việt Nam, đặc biệt là tái khởi động các dự án Nhà máy Điện hạt nhân (ĐHN) Ninh Thuận, đang được xem xét như một chiến lược quan trọng để đảm bảo an ninh năng lượng quốc gia và đáp ứng yêu cầu phát triển kinh tế bền vững trong bối cảnh hiện nay. Quyết sách này đã được Tổng Bí thư Tô Lâm đề cập, định hướng gần đây nhằm góp phần xây dựng và phát triển nền kinh tế độc lập, tự chủ.Bối cảnh năng lượng Việt Nam và sự cấp thiết của điện hạt nhânHiện nay, Việt Nam đang đối mặt với nhu cầu tiêu thụ điện ngày càng tăng, dự kiến tổng công suất hệ thống điện sẽ cần bổ sung khoảng 70 GW vào năm 2030 và từ 400-500 GW vào năm 2050.Trong khi đó, các nguồn năng lượng truyền thống như than đá và thủy điện đã hạn chế về cả trữ lượng và có những tác động môi trường. Ảnh: Thống Nhất - TTXVN</td></tr></tbody></table></figure>Trước thực tế đó, tại Hội nghị Ban Chấp hành Trung ương Đảng khóa XIII vào sáng ngày 25/11, <a href="https://congthuong.vn/chu-de/tong-bi-thu-to-lam.topic">Tổng Bí thư Tô Lâm</a> đã khẳng định: “Chúng ta nhìn thấy trước mắt là tình trạng thiếu hụt năng lượng ngay cả khi đã triển khai Quy hoạch điện VIII, vì vậy việc tái khởi động nghiên cứu sử dụng vấn đề điện hạt nhân hiện nay là rất cần thiết để chuẩn bị cho tương lai". Phát biểu này thể hiện sự nhất quán trong chính sách năng lượng của Đảng và Nhà nước, đồng thời mở ra cơ hội để đánh giá tiềm năng các dự án đã từng bị tạm dừng.Điện hạt nhân, đã được chứng minh là nguồn cung cấp điện nền ổn định và chi phí sản xuất cạnh tranh, sẽ là giải pháp hợp lý để đa dạng hóa nguồn cung cấp điện và giảm sự phụ thuộc vào năng lượng hóa thạch.Trên thế giới, điện hạt nhân cũng đang nhận được sự chú ý trở lại. Đến tháng 8/2024, đã có 415 lò hạt nhân năng lượng vận hành, 62 lò đang được xây dựng tại 32 quốc gia. Thêm vào đó, 20 quốc gia khác đang xem xét triển khai điện hạt nhân để đáp ứng các mục tiêu về năng lượng và khí hậu. Trong bối cảnh đó, việc Việt Nam tái khởi động chương trình điện hạt nhân không chỉ phù hợp với xu thế mà còn khẳng định vị thế trong chuỗi cung ứng công nghiệp năng lượng toàn cầu.Tiềm năng và lợi thếMột lợi thế của Việt Nam khi tái khởi động điện hạt nhân là Dự án Nhà máy ĐHN Ninh Thuận 1 và 2, đã từng được khởi động từ những năm 2010 nhưng sau đó tạm dừng vào năm 2016. Trong quá trình thực hiện, các tiêu chuẩn quốc tế cao nhất về an toàn hạt nhân đã được bàn thảo, xem xét. Địa điểm xây dựng cũng được lựa chọn kỹ lưỡng (vị trí cao trình 12–15m so với mực nước biển) trên cơ sở tham khảo kinh nghiệm từ sự cố nhà máy điện hạt nhân ở Fukushima (Nhật Bản), đảm bảo không bị ảnh hưởng bởi động đất hay sóng thần. Công nghệ hạt nhân thế hệ III+ như AES-2006, AP1000 và ATMEA1 được ưu tiên với các chỉ số an toàn vượt xa khuyến cáo của Cơ quan Năng lượng Nguyên tử Quốc tế (IAEA).Đặc biệt, các nhà khoa học Việt Nam đã tham gia tích cực vào việc nghiên cứu độc lập về địa chất và sự an toàn, chứng minh rằng các địa điểm được chọn tại Ninh Thuận là hoàn toàn phù hợp. Điều này cho thấy năng lực khoa học kỹ thuật trong nước đã sẵn sàng để tiếp cận công nghệ hiện đại, từ đó đảm bảo tính tự chủ trong việc phát triển năng lượng hạt nhân.Theo các chuyên gia đánh giá, việc sử dụng các địa điểm đã được nghiên cứu ở Ninh Thuận để phát triển, xây dựng điện hạt nhân trong thời gian tới là rất thuận lợi, tiết kiệm được thời gian và chi phí trong việc nghiên cứu, khảo sát, lựa chọn địa điểm.Tính đúng đắn trong bối cảnh hiện nayTái khởi động điện hạt nhân không chỉ là câu chuyện về năng lượng mà còn mang ý nghĩa chiến lược cho an ninh quốc gia. Áp dụng thuế tiêu thụ đặc biệt với đồ uống có đường là một trong những nội dung được quan tâm tại Dự thảo Luật Thuế tiêu thụ đặc biệt (sửa đổi) đang được Bộ Tài chính xin ý kiến và ngày 27/11 vừa qua Quốc hội cũng đã thảo luận ở Hội trường với nhiều ý kiến trái chiều.Có thể nhận thấy, sau rất nhiều hội thảo góp ý Dự thảo Luật thuế Tiêu thụ đặc biệt đối với rượu, bia, nước giải khát, dự án Luật Thuế tiêu thụ đặc biệt (sửa đổi) trình Quốc hội hầu như không có sự thay đổi so với dự thảo trước đó. Riêng với nước giải khát có đường, theo dự thảo, nước giải khát theo tiêu chuẩn Việt Nam có hàm lượng đường trên 5g/100ml quy định mức thuế suất là 10% do đây là mặt hàng mới bổ sung vào đối tượng chịu thuế tiêu thụ đặc biệt.Thực tế, xuất phát từ mục đích điều tiết thu nhập, hướng dẫn sản xuất, tiêu dùng, thuế tiêu thụ đặc biệt là một công cụ quan trọng giúp Nhà nước điều tiết nền kinh tế và tạo ra nguồn thu lớn cho ngân sách nhà nước. Ảnh: H.M</td></tr></tbody></table></figure>Việc áp thuế đối với mặt hàng này hiện vẫn tiếp tục được các đại biểu quốc hội, chuyên gia, doanh nghiệp quan tâm. Nhiều ý kiến, kiến nghị không đưa vào diện chịu thuế tiêu thụ đặc biệt 10%. Bởi chưa đủ cơ sở khoa học chứng minh việc áp thuế tiêu thụ đặc biệt đối với nước giải khát có đường hiệu quả trong việc kiểm soát tỷ lệ thừa cân, béo phì, tạo ra sự bất bình đẳng giữa các ngành hàng.Về vấn đề này, nhìn từ quốc tế, hiện đã có hơn 100 quốc gia đánh thuế đối với đồ uống có đường nhằm ngăn chặn tình trạng thừa cân và các bệnh liên quan. Đơn cử, Mexico là một trong những quốc gia tiêu thụ đồ uống có đường cao nhất thế giới và cũng là nước có tỷ lệ người béo phì cao nhất, đã áp thuế 1 Peso (gần 500 đồng) đối với 1 lít đồ uống có đường từ năm 2014. Khoản thuế này đã khiến giá nước giải khát có đường tăng khoảng 11% và giảm 37% số lượng tiêu thụ.Hay như tại Anh, từ tháng 4/2018 đã đánh thuế hai mức đối với đồ uống có đường. Nếu đồ uống có chứa từ 5 - 8 gram đường/100 ml sẽ phải chịu mức thuế là 0,18 Bảng (gần 6.000 đồng) mỗi lít. Còn tại Thái Lan, quốc gia này đã áp thuế đồ uống có đường từ tháng 9/2017. Nếu đồ uống có trên 14 gram đường/100 ml sẽ chịu thuế lên tới 5 Baht/lít (khoảng 3.500 đồng/lít).Tuy nhiên, thực tế không phải quốc gia nào cũng thành công trong áp thuế tiêu thụ đặc biệt đối với đồ uống có đường, đồng thời thực tiễn cũng thể hiện, tại các quốc gia như: Thái Lan, Ấn Độ, Na Uy, Phần Lan, Mehico, tỷ lệ thừa cân béo phì vẫn tiếp tục tăng, mặc dù tiêu thụ nước giải khát có đường giảm. Trong khi đó các quốc gia khác như: Nhật Bản, Singapore hay Trung Quốc không áp dụng chính sách thuế này, tỷ lệ thừa cân, béo phì lại được kiểm soát tốt.Thậm chí, tại Đan Mạch, sau khi áp dụng chính sách thuế nêu trên gây ra nhiều hệ luỵ nghiêm trọng, bởi khi áp thuế, người Đan Mạch đã sang thị trường khác để mua nước giải khát với giá thấp hơn. Mặt khác, việc áp thuế này đã khiến Đan Mạch giảm 5.000 việc làm. Vì vậy, Chính phủ Đan Mạch đã bỏ thuế đồ uống có đường.Vậy, câu hỏi đặt ra, nếu áp dụng chính sách thuế đối với đồ uống có đường, khả năng Việt Nam có xảy ra những hệ luỵ tương tự? Trong khi, đề xuất này được đánh giá là "cú sốc" tới ngành sản xuất nước giải khát, làm chậm quá trình phục hồi và tăng trưởng của ngành và các ngành công nghiệp phụ trợ.Điều đáng nói, về mặt pháp lý, từ năm 2003 đến nay, Luật Thuế tiêu thụ đặc biệt đã 5 lần sửa đổi (vào các năm 2003, 2005, 2008, 2014 và 2016). Song, nhiều ý kiến luật sư cho rằng, Luật Thuế tiêu thụ đặc biệt càng sửa... càng rối, gây bất ổn cho môi trường pháp lý, thể chế và kinh doanh, tác động tiêu cực doanh nghiệp cũng như nền kinh tế.Một trong những điểm vướng được nhiều ý kiến nêu ra, nếu chính sách thuế này áp dụng đó là tạo sự không công bằng khi chỉ tập trung vào các sản phẩm đồ uống đóng chai sẵn, trong khi đồ uống pha chế tại chỗ hầu như không được đề cập đến. Theo đó, mục tiêu tăng thuế nhằm hạn chế người tiêu dùng không dùng nước giải khát có đường nhưng có thể làm gia tăng việc người sử dụng các mặt hàng đồ uống sản xuất không chính thức hoặc sản phẩm sản xuất thủ công.Bên cạnh đó, hiện nhiều doanh nghiệp nước ngoài đã chuyển đổi sang các sản phẩm đồ uống ít đường hàm lượng dưới 5g nhưng vẫn có độ ngọt sẽ không phải chịu thuế. Như vậy, nếu việc áp thuế tiêu thụ đặc biệt đối với doanh nghiệp trong nước vô hình chung tạo sự bất bình đẳng giữa doanh nghiệp trong nước với doanh nghiệp nước ngoài. Thậm chí sẽ tạo ra “kẽ hở” lách thuế, trốn thuế.Cũng theo báo cáo đánh giá tác động kinh tế của thuế tiêu thụ đặc biệt đối với nước giải khát có đường do Viện Quản lý kinh tế Trung ương thực hiện vừa qua, nếu áp mức thuế tiêu thụ đặc biệt 10% đối với nước giải khát thì thu ngân sách từ năm thứ hai trở đi mỗi năm sẽ giảm khoảng 4.978 tỷ đồng từ thuế gián thu, chưa kể đến mức giảm tương ứng từ thuế trực thu.Ngoài ra, chính sách thuế này sẽ không chỉ tác động trực tiếp lên ngành đồ uống mà còn tác động tới 25 ngành trong nền kinh tế và dẫn đến sụt giảm GDP gần 0,5% GDP, tương ứng 42.570 tỷ đồng.Hiện, dự thảo vẫn tiếp tục được Bộ Tài chính lấy ý kiến và sẽ thông qua tại kỳ họp thứ 9 vào tháng 5/2025, song thiết nghĩ, Ban soạn thảo cần đánh giá kỹ lưỡng tác động, các biện pháp thực hiện, cũng như lộ trình phù hợp cho chính sách thuế tiêu thụ đặc biệt đối với nước giải khát có đường, đảm bảo tính khả thi và công bằng, đồng thời hỗ trợ sự phát triển của doanh nghiệp trong nước.Do đó, việc bổ sung, áp dụng thuế tiêu thụ đặc biệt đối với đồ uống có đường cần được xem xét, cân nhắc cẩn trọng, đánh giá toàn diện, gắn với các kinh nghiệm quốc tế, cũng như các thứ tự ưu tiên trong quản lý chính sách để chính sách sát với thực tiễn, thực thi.Ngọc Linh&nbsp;

The achievement of Việt Nam’s economic goals hinges on outcomes in these two years, saying that concentrated effort during this “drop point” will be crucial.Growth prospectsPresenting Việt Nam’s current economic status and outlook for the next year, Nguyễn Hữu Thọ, director of CIEM Economic Analysis and Forecast Department said the country has regained the growth momentum similar to the pre-COVID period, at a relatively high rate of 6.8-7 per cent.The International Monetary Fund (IMF) also considered Việt Nam’s growth rate this year to be the highest among ASEAN countries, he added.He noted Việt Nam’s deep integration with the global economy, implying that international developments will significantly impact the country’s economic trajectory. Although he anticipates global geopolitical instability, he projects a positive outlook for global economic growth due to a potential recovery in trade and improved inflation control.Domestically, there are encouraging signs within the business sector. Orders for 2024 already show notable improvement over 2023, fostering optimism for increased productivity and enterprise expansion. However, the dynamics of enterprise turnover highlight challenges: for every 100 new businesses entering the market in previous years, 50 left, resulting in a net gain of 50. By contrast, in 2024, 89 enterprises exited for every 100 newcomers, leaving only 11 to carry forward, illustrating the volatility in business retention that may impact Việt Nam's growth objectives.The expert’s insights highlight a balanced outlook for Việt Nam's economy in 2025. Although Foreign Direct Investment is anticipated to remain robust, its economic impact is uneven across Việt Nam, with 74 per cent concentrated in 14 provinces and cities, including Hà Nội and HCM City. This concentration reflects FDI’s focus on import-processing for export, leading to limited direct contributions to domestic growth.Domestically, purchasing power is expected to see little change in 2025, with income levels yet to achieve a breakthrough. However, international tourism is projected to grow, positively impacting GDP growth, although the benefits may vary across regions.Exports are forecasted to perform well, contingent on stable global geopolitical conditions. Rising trade defence measures present a challenge, with an increasing number of trade defence cases per billion US dollars in trade. Infrastructure development, both digital and transport, along with institutional reforms, are seen as significant contributors to Việt Nam's economic resilience in the coming year. Accordingly, inflation is expected to remain controlled and GDP growth could surpass 2024 by up to 0.4 per cent.Reform neededTo sustain economic momentum, the Central Institute for Economic Management (CIEM) emphasises institutional reform, focusing on reducing business conditions and administrative procedures. By 2030–2040, it aims for a stable institutional framework to minimise frequent amendments. For resource allocation, CIEM recommends prioritising emerging and resilient businesses, such as those returning to the market or producing import-substitute goods, to maximise growth support in a resource-limited environment.However, there is an increasing disparity between the domestic and the FDI sectors from 2010 to 2024, meaning the domestic economy is not adequately robust to expand its presence in international markets.So challenges remain and the domestic economic sector, for instance, lacks the strength to expand significantly in international markets. While structural shifts toward modernisation are underway, progress is slower than anticipated. Furthermore, key economic hubs —Việt Nam's 'economic locomotives'—have shown signs of slowing down. To sustain momentum into 2025, the economy will need notable advancements and strategic progress, experts told the forum.Meanwhile, the structural transition towards modernisation (increasing proportions of industry and construction sectors) is happening at a slower pace than expected.Entering 2025, FDI, export and infrastructure are projected to be the highlights of Việt Nam’s economy.
